"Many jurisdictions have precedents, establishing that public nudity, even if offensive, may not rise to the level of indecent exposure unless it is sexually motivated. However, that does not preclude attempts at prosecution. It is reportedly quite common in San Francisco, where the police is prohibited by the local authorities to make arrests for public nudity absent an outright lewd act."
